The Monroe Doctrine was articulated in President
James Monroe's seventh annual message to Congress on December
2, 1823. The European powers, according to Monroe, were obligated
to respect the Western Hemisphere as the United States' sphere
of interest. Any violation with American lands would be considered
the "manifestation of an unfriendly disposition toward the
United States". The Monroe Doctrine has been the bedrock of
the United States' foreign policy since 1823. It has been
endorsed by every President from the time of President Monroe
